The planning tradition is a result of multi-historical culture of thoughts since the evangelism era before the renaissance. Through the formal institutional practice, the knowledge of science, and academic developments, the planning is the main outcome of policies articulation. It appears to exist as a result from both ways: radical and transformative to maintain the cities (Friedmann). The culture of planning in the past century is much influenced by philosophical and faiths which is known as Enlightenment (Hall and Gieben, 1992) . The power of Enlightenment lies in the importance of individuals as the servant of God. Towards the end of the 18 th century, the whole ideas of planning shifted to be more developed in science and economics as the results of the stress to open business and commerce.
